The Russell Commission review on youth volunteering was established in May 2004 by the Home Secretary and the Chancellor of the Exchequer to develop a new national framework for youth action and engagement. The Commission was chaired by Ian Russell, Chief Executive of Scottish Power plc. In March 2005 Ian Russell reported his recommendations which had been informed through extensive consultation with young people and key stakeholders, and the 2005 Budget announced public investment of up to £100 million including a fund available to match contributions from business. The Commission's headline recommendation was the creation of a dedicated implementation body, to take forward the recommendations of the Russell Commission and to take the lead in delivering the new framework in England. This was launched in May 2006 as a new independent charity called 'V' supported by the Office of the Third Sector in the Cabinet Office.
