In its White Paper of 1998 'A New deal for Transport: Better for Everyone' (Cm 3950) the Government announced its intention to conduct a review of transport safety, including accident investigation. A consultation document was published in March 1999 and the review commenced in parallel with largely separate arrangements being made for Railway safety. The Policy, Strategy and Integration (PSI) prefix supported the work of the review.
