Administrative / biographical background:

The Young People’s Learning Agency (YPLA) was established by the Apprenticeships, Skills, Children and Learning Act 2009 and launched in April 2010 as one of two successor organisations that emerged from the closure of the Learning and Skills Council. The YPLA was sponsored by the Department for Education and existed to support the delivery of training and education to all 16–19 year olds in England.

On 1 April 2012, the Education Funding Agency (EFA) was formed by bringing together the functions of two non-departmental public bodies, the Young People's Learning Agency and Partnerships for Schools.
