On 16 May 2000 the Home Secretary announced a review of the sentencing framework. This was 'to create a sentencing framework in which the public has confidence and which puts public protection at its heart'. The review set out key principles for determining custodial sentences and that prisons should be targeted at 'serious, dangerous and violent offenders'. The review, led by John Halliday, was tasked with considering what principles should guide sentencing. The report 'Making Punishments Work: Report of a Review of the Sentencing Framework for England and Wales' was published in July 2001. |
