The research and development into the construction of the strategic roadwork was undertaken by the Department for Transport and its executive agency, Highways Agency. Some research and development will have been undertaken with Transport Research Laboratory (establish in 1993 as the Road Research Laboratory (RRL) prior to privatisation in 1996). |
