Administrative / biographical background:

War Risks Insurance was paid during WW2 under the provisions of the War Risks Insurance Act 1939 and was activated by an official statement in Parliament as part of the process subsequent on the declaration of war as laid down in the Government War Book. After the war the Shipping Policy Divisions of the Ministry, later Department of Transport took over responsibility for policy relating to War Risks Insurance under the provisions of the Marine and Aviation Insurance (War Risks) Act 1952.
