Administrative / biographical background:

Monitor authorises and regulates NHS foundation trusts making sure they are well-managed and financially strong so that they can deliver excellent healthcare for patients and is the sector regulator for health services in England. It is a non-departmental public body of the Department of Health. The body was established in 2004 under the Health and Social Care (Community Health and Standards) Act 2003, which made it responsible for authorising, monitoring and regulating NHS foundation trusts. It was given further responsibilities under the Health and Social Care Act 2012.
