Passenger Focus was established in 2005 under the Railways Act 2005, to replace the Rail Passengers Council (RPC) and Committees network. It acted as the independent national rail consumer watchdog with the mission of getting the best deal for Britain's rail passengers. It was an executive non-departmental public body of the Department for Transport.

In March 2015 Passenger Focus became known as Transport Focus.
