Administrative / biographical background:

Establishments and Organisation Branch is a permanent function with the Department of Education. In 1985 it was made up of three divisions with a separate unit in the Darlington office. Division A dealt with personnel management, Division B was the Staff Inspection Unit and Division C covered common services, new technology and the Financial Management Initiative.

By 1993 the Branch had expanded to include Division E for resource management with a separate Central Purchasing Unit and Management Services Unit. At this time Division A covered staffing, pay and training plus Non-Departmental bodies including public appointments and equal opportunities. There was a separate Staff Training Centre. Division B covered recruitment, grade management, conditions of service, discipline, promotion procedures, staff reports, industrial relations and the computerised personnel information system. Division C was responsible for accommodation, office services, security, printing, records management, the Library and transit and despatch services. The Darlington Unit had become Division D
