Administrative / biographical background:

The Air Traffic Division (ATC) was created in 1994 within the International Aviation Directorate to develop high level policy for the management of international airspace.

The ATC co-ordinated government policy on radio and satellite navigation and co-ordinated relations with Euro Control and with the European Commission on air traffic control issues. The division provided membership for the International Civil Aviation Organization, the European Civil Aviation Conference and European Union committees. It was involved in working groups on satellite systems and the creation of a single European airspace.
