Administrative / biographical background:

HTPF was set up in 1996 to replace HPPF (Housing Policy and Private Finance) which had been formed in 1994 by retitling HPF (Housing Private Finance). Papers were re-registered into HTPF from as far back as 1993. HTPF was responsible for the large scale voluntary transfer (LSVT) of local authority housing to registered social landlords, private finance for public housing, local authorities assistance to privately let housing, local authority companies in the housing sector and the estates renewal challenge fund. HTPF was re-named HAPF (Housing Associations and Private Finance) and adopted the HAPF prefix.
