The Roads Policy Division was set up in 2000 and was responsible for a very broad range of roads policy, including sponsorship of the Highways Agency, financing of trunk roads, co-ordination of policy on roads, European Directives and legislation on trunk roads, environmental policy issues not delegated to the Highways Agency, policy on the maintenance of roads and bridges, local authority maintenance funding including PFI and performance monitoring, major road schemes, by-pass policy, road based studies and roads aspects of multi-modal studies, de-trunking, policy on the primary route network and the Trans-European Road Network (TERN), road classification, road user charging for inter-urban roads and policy on PFI for road schemes.
