Administrative / biographical background:

The Low Pay Commission (LPC) is an independent statutory non departmental public body. It was established in July 1997 on a non-statutory basis before being confirmed in legislation by the National Minimum Wage Act 1998 to advise the Government about the National Minimum Wage. Its permanent status was confirmed by Government in 2001 and it was given a remit for a programme of longer-term research.
