The Independent Inquiry into Inequalities in Health was set up in July 1997 and was chaired by Sir Donald Acheson, with the following terms of reference:

  • to moderate a Department of Health review of the latest available information on inequalities of Health, using data from the Office for National Statistics, the Department of Health and elsewhere
  • to identify priority areas for future policy development
  • to report to the Secretary of State for Health and publish a report to aid the development of a new strategy for health.

The review focused on three crucial areas: evaluation of policies likely to impact health, prioritisation of the health of families and children, and a reduction of income inequalities, improving the living standards of poor households.
