Administrative / biographical background:

The Low Pay Commission (LPC) was established in July 1997 on a non-statutory basis before being confirmed in legislation by the National Minimum Wage Act 1998.

The LPC is an independent advisory body set up to recommend to the Prime Minister the initial level at which a National Minimum Wage might be set in the United Kingdom. The LPC made its recommendations on the basis of an extensive consultation process involving contributions from invited individuals and organisations, written evidence from other interested parties, oral hearings and a programme of United Kingdom wide visits.

The Department of Trade and Industry (between 1997 and 2007) the Department for Business, Enterprise and Regulatory Reform (between 2007 and 2009), the Department for Business, Innovation and Skills (between 2009 and 2016) then the Department for Business, Energy and Industrial Strategy (since 2016) have successively been providing the Secretariat function for the LPC.
