To: E Newman Knocker, Clerk to the Sandgate Local Board of Health, Hythe [Kent].

From: The General Board of Health.

Subject Matter: Draft letter acknowledging receipt of a letter dated 12 December 1857. Knocker is advised that an appeal probably lies from the decision of the Justices, under Section 135 of the Public Health Act 1848, to the general or quarter Sessions, if the appeal be made within 14 days. He is further advised that the Local Board also appear to have the same right to appeal from the decision of the Justices as any other suitor. It is explained that the Auditor's certificate of the Board's accounts 'cannot possibly screen a delinquent whose delinquencies have been subsequently discovered'. It is further explained that it appears clear that the Local Board cannot act on minutes which, according to their own Bye Laws, are informal as they have not been confirmed.
