Administrative / biographical background:

Following the publication of the Review of the Framework for Government Research and Development (Cmnd 5046) the Department of Industry established a number of Research Requirements Boards to determine priorities within the overall government Research and Development programme. The Boards were given the responsibility for managing work within the government's Industrial Research Establishments such as the National Physical Laboratory and the Warren Spring Laboratory.
