From: Leonard Lewis, Summoning Officer, Lymington [Hampshire].

Subject Matter: Letter enquiring whether the extraordinary proceedings of the Summoning Officer of this parish with respect to the mock meeting held for the election of members of the Local Board have been sanctioned. Lewis explains that there was no reference made to the mock meeting in a letter of the 7 January 1866, and he is therefore unsure whether this will be endorsed. He refers to the allegations made that he vacated his chair after proceeding to do business, and to the objections to him being chairman. He considers that these facts should be bought before the Local Government Act Office before it is decided to sanction the alleged Board, which the Summoning Officer had the 'folly' to say, had been elected. He therefore considers it his duty under section 21 of the Local Government Act 1858 to take the necessary legal steps to call into question the authority of the 'pretended' Board.
