From: George Bailey, Clerk to the Luton Local Board, 3 Union Street, Luton [Bedfordshire].

Subject Matter: Letter recommending that due to the population increase in Luton being nearly 20,000 a General District Rate should be made for one year at 3 pence in the pound, payable in three instalments, as this would save much labour and expense. Bailey raises the question on whether such an assessment is legal or could it be appealed against, and gives details of how all debts could be paid previous to making a new rate, so as to prevent any grounds for appeal.
