From: George Bailey, Clerk to the Luton Local Board, Luton [Bedfordshire].

Subject Matter: Letter referring to a case of the prosecution of the Norwich Local Board [Norfolk], where it was decided that under section 117 of the Public Health Act 1848 that the Local Board is invested with all the powers of surveyors of highways, and the money for the repairs of highways is to be raised from the General District Rates and not by separate Parish Rates under the Highway Act. Bailey asks whether this case applies generally and not specifically to Norwich Local Board, as the Luton Local Board in levying highway rates have always levied them on the whole district, and he asks whether the Luton Board should also levy General District Rates for the repair of the highways throughout the whole of the district. He also raises a further question with reference to an amended rate.
