Subject Matter: Letter acknowledging receipt of a letter of the 12 March 1853, enclosing a copy of a letter received from the Luton Local Board. Sworder explains that in appealing to the General Board he wished to have the question settled as to whether a corner house has to pay the sewer rate for 2 frontages, and if so, whether it should be at the same rate as the other houses. He contends that as there was a sewer in Union Street into which the drains from the house in question could have been twined, if any charge made against him for the sewer in Langley Street, he can only be levied fairly at one fourth the same as is charged for land. He further adds that the sewer only just passes his house for the accommodation of three houses built by Mr Barrett and that for those houses he is charged £6, and for his sewer, which he considers he has already provided for, he is charged £8 17s 0d, which has since been reduced to £6. He explains that Mr Barret was making the sewer in Langley Street at the same time as he was building his house and for his own convenience and without Sworder's knowledge connected the drains from the house in question to Langley Street.
