To: Frederick Chase, Clerk to the Luton Local Board, Luton [Bedfordshire].

From: The General Board of Health.

Subject Matter: Draft letter acknowledging receipt of a letter of the 10 September 1850, regarding the appointment of a surveyor to the Local Board for the purposes of the Public Health Act 1848, and that aid will not be required by the Ordnance Survey Department, as recommended in a letter of the 30 August 1850, and also of the intention of the Local Board to levy a Special District Rate for defraying the expenses of permanent works, and requesting information on the powers of the Local Board to do so. It is advised that where the work is for the benefit of a whole district the rate may be levied as a Special District Rate, and that under section 89 of the Act, the rates may be either prospective or retrospective, for payment of charges incurred six months before the making of the rate.
