Description:

Records in this series cover mainly housing training. Policy changes in the period resulted in a higher demand on the department to support training as voluntary sector organisations, such as housing co-operatives, were moving to managing housing estates rather than smaller collections of individual houses and dealing with more varied tenants. Policy on homelessness also changed significantly in this period following a review in which there was Cabinet and prime ministerial interest.

This series contains records which pre-date the creation of Housing Management and Housing for the Vulnerable.

In 1988 the HMP Division was set up. Titled Public Sector Housing Management and Housing for the Vulnerable, it was more commonly known as Housing Management Policy. Its responsibilities were: the Tenants Charter, including the right to repair, tenant mobility schemes, developments in public housing management, race and housing, special needs housing, homelessness, crime prevention, tenant management co-operatives and housing training and education.

The HMP Division also sponsored the Housing Services Advisory Unit (HSAU), which supplied professional advice (see AT 96).

In 1992 the HMEA Division (Housing Management Estates Action; see AT 142) took over the work of HMP, although they retained the HMP prefix for some time for the homelessness work.
