Administrative / biographical background:

The Government Car Service (GCS) provided a 'high-quality, secure car service' for ministers in government departments. On the establishment of the Department of the Environment in 1970 the GCS came under that body. In 1972 during The Troubles in Northern Ireland, GCS vehicles with enhanced security features were first deployed. In 1993 GCS became part of the Security Facilities Executive (SAFE), an Executive Agency of the Department of the Environment.
