Folios 178 - 181: Letter from Sir Arthur Nicolson to Francis Hyde Villiers concerning: Tourmaline expedition: arrival of the prisoners, fears trouble with the Moorish [Moroccan] government, Moors are upset at the inability of the British to punish those caught in illicit trade, an agreement could be reached, with a payment of £30-40000 and by preventing Major Spilsbury from returning, the Sultan feels the directors and Major Spilsbury are the real offenders and should be punished.
