The General Agricultural Policy Division II was established in 1968. It was responsible for credit for agriculture and horticulture; FEOGA (Fonds European D'Orientation et Garantie Agricole) individual projects scheme; Restrictive Trade Practices Acts; taxation of agriculture, fisheries and food; agricultural land prices; rating of agricultural land and buildings.

In 1974 the division formed Branch D to take on responsibility for all aspects of energy policy and act as a central policy co-ordinating point for the agricultural, horticultural and fishing industries.
