Administrative / biographical background:

The Central Planning Unit was established under the nascent British Railways Board in 1963 and consisted of a small number of individuals reporting directly to a board member. The unit was based around personalities rather than organisation. Its purpose was to formulate policy and to oversee its implementation.

In 1965 the unit became part of the Planning and New Works Department.
