The files record the development of a 'total approach' to urban planning through six town studies (Birmingham, Lambeth, Liverpool, Oldham, Rotherham and Sunderland). Particular focus is given to out-of town shopping centres, the siting of aerial masts and city walkways.

The Planning, Urban Policy Directorate was set up in 1971 when the planning directorates were reorganised within the Department of the Environment. It was replaced in 1974 by the Urban Affairs and Commercial Property Directorate.
