From its formation in April 1964 until the fundamental re-organisation of April 1988, the Defence Intelligence Staff (DIS) consisted essentially of four Directorates. These were three 'production' Directorates: the Directorate of Service Intelligence (DS Int); the Directorate of Economic Intelligence (DEI); and the Directorate of Scientific and Technical Intelligence (DSTI); and a fourth 'support' Directorate: the Directorate of Management and Support of Intelligence (DMSI).

The Directorate of Service Intelligence (DS Int) was concerned with the collation, analysis, assessment and dissemination of intelligence on the strategic policies, deployments, combat effectiveness, tactical doctrine, order of battle, military leadership, personalities, and armed forces morale of nations of interest to the UK, most attention being paid to those seen as posing a threat to national security or interests.

In 1988, DS Int and the Directorate of Economic and Logistic Intelligence (DELI) were merged to form two Deputy Directorates: DGI Warsaw Pact (DGI WP) and DGI Rest of the World (DGI RoW). DELI had been formed in January 1982 when the Logistics (L) Branch of DS Int was transferred to the Directorate of Economic Intelligence (DEI) and it was re-titled the Directorate of Economic and Logistic Intelligence (DELI).
