Administrative / biographical background:

Set up in 1974 as Department of Strategic Development, mainly involved in the production of studies, it became the Policy Unit in 1982. In 1992 the International Policy Office became part of the Policy Unit although they kept their own files and records. In 1993/4 the Policy Unit divided into the Policy Office and the Business Review Group (which had its own file series). The Policy Office closed in October 1996.
