Administrative / biographical background:

In 1970-1974, the predecessor of the Establishment - Management Services and Management and Manpower Division was located in the Department of Trade and Industry (DTI). Between 1970-1973, it was named the Establishment Division (Organisation); between 1973-1974, Establishment and Organisation Division. In 1974, DTI was reorganised into the Department of Industry, the Department of Trade and the Department of Prices and Consumer Protection. Establishment functions for all three departments were carried out by Establishment Management Services and Manpower Division (EM), which administratively came under the Department of Industry. Inherited files in the MA series were re-registered into the MS series.

In 1978 the Establishment Management Services and Manpower Division was incorporated into the Departments of Industry, Trade and Prices and Consumer Protection: Common Service Department.

When the Department of Prices and Consumer Protection was abolished in 1980, the Common Services Department continued to serve the Departments of Industry and Trade until 1984.
