From: Sam Hale, 3 Alma Place, Eastbourne [Sussex].

Letter enquiring as to who would be expected to bear the cost of any opposition to the adoption of the Local Government Act 1858 within the Parish of Eastbourne. Hale explains that the opponents are 'chiefly small ratepayers and tradesmen' and that they 'are not desirous of involving themselves in any heavy costs, nor would they wish to involve the parish recklessly'.
