Folio(s) 36-39. Letter from the Earl of Warwick [Lord Lieutenant of Warwickshire] describing what he considers a general revolutionary plot in that county and in Staffordshire to intimidate the authorities and mislead the ignorant by means of treason chalked on walls, taking oaths of association, defacing royal proclamations and preventing farmers from bringing their corn to market at a reasonable price, which is causing many to starve. Millers are ceasing to work or threatening to do so, and much of their stock has been looted in Birmingham [Warwickshire] and elsewhere.

Enclosed: copy of a seditious handbill attempting to raise men against the king and Pitt.
