Administrative / biographical background:

The Advisory Council of Scientific Research and Technical Development was set up in 1939, to consider and initiate new proposals for research and development, to review research and development already in progress in Ministry of Supply establishments, to make recommendations regarding the most effective use of scientific personnel, and to advise on scientific and technical problems referred to them. The Council consisted of various committees and sub-committees.

Early in 1946 a new Scientific Advisory Council was created with subsidiary Advisory Boards, each board dealing with one subject - or group of subjects - and advising the ministries responsible thereto.
