Administrative / biographical background:

Land for an artillery range at Shoeburyness was first acquired in 1849 by the Board of Ordnance and added to in 1855. A School of Gunnery was established there in 1859 with both instructional and experimental functions. In 1905 the latter was assigned to a separate Proof and Experimental Establishment responsible for testing conventional weapons. In 1907 the Proof and Experimental Establishment became part of the Research Department.
