A draft note [relating to the Idle [Yorkshire] Local Board's appeal against surcharges made on their accounts]. The note says that the Local Board's payments are not so much objectionable in their purpose of raising a petition in the Common, but in the disproportionate expense that was entailed in this course it is recommended that Barret [the Idle Board's solicitor] be asked to justify the expense.
