In July 2010, it was announced that Dame Clare Tickell, Chief Executive of Action for Children, would be conducting an independent review for the UK Government into the Early Years Foundation Stage (EYFS) Framework which sets learning and welfare standards for the under fives, to consider how this could be less bureaucratic and more focused on supporting children’s early learning.

The review reported on 30 March 2011 ('The Early Years: Foundations for life, health and learning') with a view to implementing any changes from September 2012 onwards.
