Administrative / biographical background:

The Treasury Civil Pay Divisions were set up as a group dealing with pay and conditions of service for civil servants and other exchequer bodies as part of the major Treasury re-organisation in 1962.

The Civil Pay Group consisted of four divisions 2CP(1), 2CP(2), 2CO(3) (this division was concerned with the pay of members of certain public services who were not civil servants) and 2CP(4). Pay and conditions of service for the Armed Forces were dealt with by the Defence and Overseas Personnel Division (2DOP). The Establishments Superannuation Branch dealt with civil service superannuation and compensation to civil servants for injury on duty, and pensions policy in the public services.

The work of the four divisions was similar, however each had its own area of responsibility.

With the introduction of Treasury re-organisation in 1962 2CP(1)-2CP(4) assumed responsibility for work previously carried out by the 2EG Division and also took certain pay elements from the following divisions:

  • 2AT
  • 2AS
  • 2DP
  • 2ED
  • 2EP
  • 2GS
  • 2LO
  • 2SS

Civil Pay Divisions functions remained the same until the creation of the Civil Service Department in November 1968. Further divisional reorganisation resulted in 2CP becoming PAY division and the workload was rescheduled as follows:

  • 2CP(1) became PAY 1
  • 2CP(2) and 2CP(4) combined to become PAY 2
  • 2CP (3) linked up with 2 DOP to become PAY 3
