Administrative / biographical background:

In 1969 consideration was given to the desirability of changes of function of the Trustee Savings Bank in their legal and financial framework. In 1970 the newly elected government believed that a wider range of issues should be considered by an independent committee, in particular other parts of National Savings which had developed in a piecemeal fashion. The committee was appointed in June 1971 to examine and report on the legal and financial framework of the UK National Savings and associated money transmissions facilities. The committee, which was chaired by Sir Terry Page, began regular meetings in the summer of 1971 and issued its final report in March 1973.
