The Committee on the Review of Banking Services Law was appointed in January 1987 under the Chairmanship of Professor R B Jack, CBE following an announcement in the House by the Economic Secretary to the Treasury on 14 November 1986, and reported to the Chancellor of the Exchequer and the Governor of the Bank of England. Its brief was to examine the statute and common law relating to the provision of banking services in the United Kingdom to personal and business customers.

The Report and the government response to it were published in command papers (Cmnd 622 and Cmnd 1026 respectively).
