Administrative / biographical background:

The London Hostels Association (LHA) was set up in 1940, and registered under the Companies Act 1929 as a Company Limited by guarantee, and not having a share capital. Control was exercised by an independent Council of Management, with funds provided, initially, by the Ministry of Health.

The original purpose of the LHA was to provide accommodation in London for people made homeless by the war, with the basic consideration that the person must, in the national interest, be accommodated near his or her existing work. This consideration led to priority being given to civil servants (particularly those under 23 years of age).

Control passed from the Ministry of Health to the Ministry of Housing and Local Government in 1951, and then to the Treasury in 1956.

In the Treasury, responsibility on this matter rested with Establishments (General) Division.
