The setting up of the Inquiry into the Value of Pensions was announced by the Prime Minister on 22 May 1980. The chairman was Sir Bernard Scott. The inquiry was to consider, and advise on, the value of index-linked pensions and job security, so that appropriate account could be taken of these factors in determining pay and other conditions of service in the public sector. The terms of reference were: "Having regard to the need to ensure that full account is taken in all areas of the public sector, whether by contributions or salary abatement, of the value of inflation-proofing of occupational pensions, and of relative job security; taking due account of arrangements in the private sector:
