Selection and destruction information: Selection procedures have involved the separation of major papers of lasting value from minor ones of ephemeral value, so that the latter could be easily and regularly destroyed as soon as possible after they ceased to be needed for administrative purposes. In rare cases certain papers have been preserved for historical reasons. The Report of the Committee on Departmental Records (Cmnd 9163, 1953, paragraph 76), recommended that standardised retention periods should be drawn up for the personal papers of civil servants. Following discussions between the Public Record Office, the Treasury and a number of other departments about the best way of carrying out this recommendation, the Treasury issued Establishment Circular no 2/61, dated 10 November 1961, which gave guidance on the principal categories of personal records and the categories for dealing with them.
