The Foreign Transactions Advisory Committee was appointed by the Chancellor of he Exchequer in April 1936 to advise him on applications his consent in respect of foreign issues and other similar transactions. In June of the same year Lord Kennet, the chairman, issued a memorandum on the functions of the committee which contained:

Copy of the Chancellor's letter to the chairman of the Stock Exchange Committee, 11 June 1933.

Terms of reference and instructions for the Foreign Transactions Advisory Committee circulated in Hansard, 7 April 1936.

The committee became the Capital Issues Committee in 1939.
