Administrative / biographical background:

The Regional Policy and Development Grants Division's predecessor, the Regional Development Grants Division, had been responsible for the administration of regional development grants under the Industry Act 1972. The grants were intended to encourage industrial investment and replaced selective assistance. In 1979 the Regional Development Grants Division took on responsibility for the development of regional industrial policy with the aim of stimulating investment and employment in those parts of the country with the greatest relative unemployment, with special emphasis on the problems of areas suffering from the decline of traditional manufacturing industries. It was renamed the Regional Policy and Development Grants Division. It was responsible for general industrial policy matters which incuded the designatoin of Assisted Areas, the organisation and function of the Department's regional offices, EEC aspects of regional industrial policy, the administration of the Regional Development Grant Scheme, the development of policy for Industrial Development Certificates and residual work on the Investment Grant Scheme.
