Administrative / biographical background:

The Establishment Manning (EM) Division was set up in 1945, continuing until 1962, during which time it also gave advice to the Establishment Professional (EP) Division and Establishment Departmental (ED) Division.

In the Treasury reorganisation of 1962, EM Division became Establishments (Management) Division, and took over staff welfare matters from Establishment General (EG), and the recruitment and establishment of grades previously dealt with by Establishment Professional (EP).
