Sir (Samuel) Hardman Lever was, as assistant commissioner for finance, the official Treasury representative in the United States from February 1917 until the end of the war.

When the Ministry of Transport was established in August, 1919, Sir Hardman Lever was appointed by Treasury Minute to act as the Treasury representative in the new department and to supervise all financial transactions relating to Roads, Railways and Canals. Sir Hardman Lever held the post until October, 1921.
