The Royal Commission on the Civil Service was appointed on the 16th November, 1953, under the chairmanship of Sir Raymond Priestley. The terms of reference of the commission encompassed consideration of:

  • The principles governing pay, bearing in mind the need for a suitable relationship between the pay scales of the various grades;
  • Hours of work, overtime and extra duty arrangements, and annual leave allowances;
  • The existing superannuation scheme.

The report of the commission was published on the 10th November, 1955.
