Sir Frederick Phillips (1884-1943) entered the Treasury in 1908 as an Assistant Principal. He became Private Secretary to the Permanent Secretary to the Treasury in 1911, Principal in 1912, Assistant Secretary in 1919, Principal Assistant Secretary in 1927 and Deputy Controller in 1931. In 1932 he was appointed Under Secretary, in 1939 Joint Third Secretary, and in 1942 Joint Second Secretary.

Sir Frederick Phillips was Head of the Treasury Mission in Washington from 1940 to 1943.
