Sir Otto Niemeyer (1883-1971) entered the Treasury in 1906 as an Assistant Principal. He became Principal in 1912, Assistant Secretary in 1919, Principal Assistant Secretary in 1920 and Deputy Controller of Finance in 1921. He was appointed Controller of Finance in 1922 and held this position until his resignation from the Civil Service in 1927.

Sir Otto Niemeyer was also a member of the Financial Committee of the League of Nations from 1922.
